The U.S. Small Business Administration is expanding its International Trade Loan program to strengthen small manufacturers and expand access to capital by introducing a 90% federal loan guarantee, effective May 1, 2026.
The updated program is designed to help small producers invest in equipment, scale operations, and create jobs as part of a broader federal push to bolster domestic manufacturing.
SBA Administrator Kelly Loeffler emphasized the strategic importance of industrial strength, noting that a robust industrial base is vital to national security. The agency highlights that small businesses represent 98% of U.S. manufacturers, underscoring their key role in job creation and economic growth.
Under the expanded program, the SBA said it will provide lenders with a higher federal guarantee to boost lending confidence and improve access to long-term financing. Eligible manufacturers can use funds to modernize facilities, upgrade equipment, expand operations, strengthen inventory resilience, and support strategic acquisitions.
The program enables businesses to diversify their supply chains and reduce reliance on foreign suppliers, supporting broader federal efforts to restore manufacturing. The SBA designed this initiative to enhance long-term competitiveness and strengthen domestic production capacity.
The ITL expansion builds on other agency efforts, including the Made in America Manufacturing Initiative, waived loan fees for small manufacturers, and the Make Onshoring Great Again Portal, which connects businesses with domestic suppliers. The agency also reported a 5.1% increase in manufacturing wages in February, signaling early momentum in the sector from supportive policy measures.
